In my design as seen in the attached picture I have not used a appliance cabinet for the dishwasher. Would the sink cabinet and B3DR that abut the dishwasher be sufficient to support a countertop ?

Yes, you’re fine. The dishwasher case is typically only used when there isn’t a cabinet on both sides of the 24″ DW opening. Your setup works well, and you won’t lose 1.5″ of space to the thicker 3/4″ appliance case sides.
